The Government of the United Republic of Tanzania has received a concessional financing facility from the World Bank to cover the cost of the Dar es Salaam Urban Transport Improvement Project (DUPT). The Government intends to apply part of the proceeds for Consulting Services (“the Services”). Concretely speaking, the said consulting services will include: –
- To produce the detailed design of an Intelligent Transportation System (ITS) that meets the system requirements defines key interfaces and facilitates development, integration, and future maintenance and upgrades;
- To prepare a detailed design of the DART Independent Network (OARTnet) for the DART System in Oar es Salaam;
- To develop a tender document for appointing a contractor for supply, deployment installation, commissioning, and integration of ITS;
- To provide capacity building on ITS and Automated Fare Collection System (GoT-AFCS); and
- To ensure contractual compliance by the Contractor during contract execution.
In what follows, THEREFORE, Dar Rapid Transit Agency (DART), the Government Agency, established under The Dar es Salaam Rapid Transit Agency (DART) (Establishment Order), GN. No. 120 of 25th May 2007, now invites eligible consulting firms (“the Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are eligibility, experience in a similar assignment in the last ten (10) years, experience in similar conditions, and availability of appropriate skills among staff.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 and revised in July 2014 (Consultant Guidelines), setting forth the World Bank’s policy on conflict of interest; available on www.worldbank.org/procure.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the “Quality Based Selection coBsr method set out in the Consultant Guidelines.
