Re-invitation for Tenders

Issue date: 12th December, 2020

1. This Invitation for Tender follows the General Procurement Notice for this Project which appeared in Daily Newspaper Issue no. 976510002 dated 1th July 2020.

2. The Government of Tanzania has set aside funds for the operations of Marine Services Company Limited IMSC 1) during the financial year 2020/2021. It is  intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for REHABILITATION OF MV. LIEMBA IN RESPECT OF TENDER NO PA/115/MSCL/W/2020-2021/05 IN LAKE TANGANYIKA.

3. MSCL now invites seated tenders from eligible firms, Contractors for the REHABILITATION OF MV. LIEMBA IN RESPECT OF TENDER NO PA/115/MSCL/W/2020-202105 IN LAKE TANGANYIKA

4. Tendering, will be conducted through the International Competitive Bidding as specified in the Public Procurement Regulations, 20%6- Government Notice No. 446 and is open to all Tenderers as defined in the Regulations.

5. Interested eligible Tenderer must provide information in details as follows;

A. Experience in construction and rehabilitation/Refurbishment of ships

  1.  Minimum of 3 years of experience in the field and not less than three projects of Ships designs, construction and Repair
  2.  Evidence of minimum of 3 successful completed projects

B. Financial Capability

  1.  Minimum average turnover in the last 5 years on shipyard construction experience of USD 4 Million
  2. Demonstrated ability to finance a minimum of USD 3 million. of ship construction

C. Personnel Experience from the Contractor Personnel capabilities of five years and above with experience of similar nature of works of the following key personnel;

  1. Marine Engineers- Machinery Installation
  2. Electrical Engineers- Electrical Installation
  3. Naval Architects – Ship design
  4. Electronics Engineers- Electronic equipment
  5. Dockyard Engineer, “Master- Launching.
  6. Chief Welding specialist- Welding and Painting
  7. Pipeline Engineer- Piping system,
  8. Mechanical Engineer- Auxiliary machinery etc

Interested firm must provide information evidencing that they are qualified and experienced of perform the services as narrated above.

For the purpose, Documented evidence (such as Registration evidence to the known engineering organization, description of similar assignment carried out by the company with Names, date of execution, any associate firm, if any, and address of client with copy of job completion certificates and appropriate technical skill staff with their CVs.

D. Manufacturer Authorization Letter of the Machineries, Engines and Components to be installed onboard

6. A complete set of Tendering Document(s) in English and additional sets may be purchased by interested Tenderers on the submission of a written application to the address given under paragraph 9 below and upon payment of a non-refundable fee of Tanzania Shillings 500,000 or equivalent of USD 250. Payment should either be by Cash, Banker’s Draft, or Barker’s Cheque, payable to;

7. All Tenders must be accompanied by an original tender security of 10% of the bid price in an acceptable form.

8. The site visit (Option) will be held on 28* December 2020 at 1000hrs at Mwanza South Port followed by a Pre- tender meeting which shall be held on 29″ December 2020 at 1000hrs at MSCL offices in Kigoma. Contractor will bear their own travel and upkeep costs.

9, All tenders in one original plus two copies, properly tilled in, and enclosed in plain envelopes must be delivered to the Secretary to the Tender Board, Marine Services Company Limited, P.O BOX 2385, Mwanza North Port, TPA Building- 2“ Floor, Email; [email protected] at or before 1400hrs on 11″ January 2021. Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend in the opening at Marine Services Company Limited, P.O BOX 2385 Mwanza South Port in the Purchasing and Supplies Manager’s office.

10. Late tenders, portion of tenders, electronic tenders, tenders not received and tenders not opened at the bid opening ceremony shall not be accepted for evaluation irrespective of the circumstances.

11. The Procuring entity is not bound to accept the lowest or any tender.
