Introduction:
MSPH Tanzania LLC. known as MSPH TANZANIA LLC. is a non-governmental organization operating in Tanzania since 2004. with funding mainly from the Presidents Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Centers for Disease Control and Prevention (CDC). MSPH TANZANIA LLC at Columbia University’s Mailman School of Public Health is the recipient of a five-year PEPFAR-funded cooperative agreement beginning 29th September 2021 from the Centers for Disease Control and Prevention (CDC) to support comprehensive community- and facility- based HI\! and Voluntary Medical Male Circumcision YMMC services in Mwanza region.
MSPH Tanzania LLC Intends to procure various professional services through service agreements modality for FIKIA Plus project under PEPFAR/CDC awarded funding. MSPH Tanzania LLC is inviting interested parties to bid as part of a negotiated tender process for the provision of various professional services, successful Tenderers will be expected to enter into a formal Long-Term Agreement contract with MSPH Tanzania LLC
This tender dossier has been issued for the sole purpose of obtaining offers for services against the specification contained within this document. MSPH Tanzania LLC reserves the right not to enter or award a contract because of this invitation to tender.
Any attempt by the Tenderer to obtain confidential information. enter into unlawful agreements with competitors or influence the evaluation committee or MSPH Tanzania LLC during the process of examining, clarifying, evaluating. and comparing tenders will lead to the rejection of its offers.
MSPH Tanzania LLC now invites eligible service providers to submit bids for the following lots:
A: Preliminary evaluation; To be evaluated tenderers must submit the following documents (mandatory requirements):
1. Business introduction letter
2. Business/company profile
3. Valid business license and Certificate from relevant authority (if any)
4, Tax identification number (tin)
5. Valid tax clearance certificate
6. Value added tax registration certificate (if any)
7. Certificate of incorporation (if any)
8. Article of association (if any)
9. Manufacture authorization (if any)
10. Memorandum of association (if any)
Tl. Experience justification
12. Letters for recommendation from at least two know well companies/organizations
Please submit certified true copies
B: Selection Criteria
MSPH Tanzania LLC will evaluate the responses based on a number of criteria that will include, but not be limited to:
a} Experience in the specific assignment described in the Terms of Reference
b) References and proof of strong customer base.
c) Price – Value for money.
d) Support and Service Management Capabilities-extensive list of quality of key staff proposed for this scheme
e) Delivery capability demonstration and timelines – How quickly the services can be rendered.
f} Financial stability/capacity.
g) General qualification and suitability for the task to be performed.
Note:
While requesting for TOR please clearly indicate lot numbers your applying for The public tender opening will be made in presence of all bidders or their official representatives, we encourage all bidders to attend through zoom call and Zoom Call Link will be sent to all who applied only in advance of the meeting.
1. Bidders are requested to submit Technical and Financial Proposals each be enclosed in a separate document and marked “Technical Proposal” and “Financial Proposal” respectively. The two documents shall then be enclosed in a single email.
2. Bid documents will be sent to all the applicants via email address below upon request.
3. Bids not received and opened in public at the public bid opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
4. The tender validity period is 14 days.
5. Selection criteria will be lowest price, technically evaluated/acceptable based on technical specifications and other criteria described above.
6. MSPH Tanzania reserve the rights to disqualify any offer based on failure to follow solicitation instructions.
7. MPH reserves the rights to waive minor proposal deficiencies that cannot be corrected prior to award determination to promote competition
8. MSPH will be contacting all those that have submitted quotes to confirm contact person, address and that bid was submitted for this solicitation.
9. The evaluation of bids will be conducted as per MSPH Tanzania LLC – MSPH TANZANIA LLC Procurement Guidelines.
10. All quotes must be in Tanzania Shilling
APPLICATION PROCEDURE
Eligible suppliers meeting all stated requirements are requested to: –
a. Request electronic tender document from Procurement department through [email protected]
b. Submit one application for each respective lot they are applying for. If a supplier is applying for two different lots, each lat should have a separate application document with supporting evidence specifically for that lot.
c. Interested, eligible suppliers should email their electronic proposals via email to procurement department at [email protected] On email subject Cleary indicate name of the company and LOT number applying for.
