ACHIEVE is a consortium of leading organizations in the global HIV/AIDS response and organization capacity strengthening, led by Pact. Pact is joined by core partners Jhpiego, Palladium, No Means No Worldwide, and WI-HER. ACHIEVE implements a four-year activity (October 2020 to April 2024) that aims: (1) to improve national- and community-level social welfare systems to sustain support for orphans and vulnerable children (OVC) and families affected by HIV and (2) to strengthen the capacity of local organizations to deliver OVC services and (3) to deliver high-quality OVC services and DREAMS interventions for AGYW 9-14 years.
Pact Tanzania through ACHIEVE Project, is considering issuing Blanket Purchase Agreements (BPAs) to eligible suppliers for the supply of sports materials, start-up kits, and reusable sanitary pads kits for the project implementation in FY2023. BPAs will commit rates and terms for orders to be placed by Pact over the BPA period, subject to program requirements and donor funding.
Objective of the Assignment
The overall objective of this assignment is to solicit eligible and the most economically advantageous suppliers to be issued BPAs for the supply of one year (October 2022 to September 30, 2023) for the procurement of sports materials, start-up kits, and reusable sanitary pad kits.
This Blanket Purchase Agreement’s performance period for all item requirements is October 1, 2022, through September 30, 2023.
The above estimations are subject to fund availability.

Eligibility
To be considered for the award, vendors must currently be legally operating in Tanzania, and the quotation must include all of the following information:
- Ability to meet or exceed the requirements/technical specifications.
- Ability to deliver the items/services throughout the BPA period
- Ability to commit to fixed rates for the full BPA period.
- Legally registered in Tanzania.

Submission Instructions
Interested suppliers must submit the following information to Pact Tanzania:
1. Draft inception report detailing the methodology for supplying and distributing education subsides kits, including tentative work plan, for review and approval by Pact.
2. Quote, valid for 12 months.
3. Current company profile
4. Copies of the registration certificate and address of their registered office, valid business license, VAT, TIN certificates, and Tax clearance certificate
5. Items specifications are fully addressed in the quotation.
6. Current Audited financial statement for two consecutive years
7. Delivery time must be specified.
8. Payment terms 100% after delivery
9. Evidence of supplying education subsidies kits and at least two (2) names and addresses of clients served.
10.Interested vendors should visit Pact Tanzania Dar Office to see a backpack sample before submitting a quote.
Note: Shortlisted vendors will be required to submit samples similar to or close to the sample provided by Pact Tanzania.
Vendors who wish to answer this RFP should send their bids in sealed envelopes to Pact Tanzania Head Office by September 28th 2022, at 11:00 am. All sealed envelopes need to be marked as: “Tender for Procurement of Supply of Sports Materials, Start-Up Kits, and Reusable Sanitary Pads”

Pact will open all bids on September 28th, 2022, at 11.30 am in the presence of Bidder’s representatives who choose to attend.
Quotes must be in Tanzania shillings and include taxes separately:
Proposals submitted through emails will not be considered.
Quotations received after that time or at a different address may not be accepted.
