ASSIGNMENT TITLE: Consultancy Service for Provision of Technical Assistance To
Develop a System for Land Values Mapping

- The Government of the United Republic of Tanzania has received financing from the World
Bank for the implementation of the Tanzania Land Tenure Improvement Project under Ministry of Lands, Housing and Human Settlements Development, and it intends to apply part of the proceeds for the payments of consulting services to undertake Consultancy Service for Provision of Technical Assistance To Develop a System for Land Values Mapping. The Project Development Objectives is to strengthen the National Land Administration system and increase tenure security in
selected areas for both men and women. - The consulting services (the Services”) involve carrying out Consultancy Service for Provision
of Technical Assistance To Develop a System for Land Values Mapping: i) Examine and evaluate the international best practices, principles, methodologies, techniques and standard used in mapping of land values and consider how they might be adopted to suit the Tanzanian conditions and environment; ii) Review and evaluate the existing non-spatial/spatial land values data and provide a technical specification and solution (module) for an integrated land value data collection, analysis and graphical display; iii) Design geo-refenced land blocks as defined by Valuers that will be part of the ILMIS; iv) Implement Land Value Mapping solution and provide technical assistance on the collection of land values data across the country, upload land values data into the developed module and update the land values system/module in ILMIS; v) Consider the usability and/or alterations of the initial ideas of the ILMIS developers including: vi) Provide training to the user department officials on continuous updating and the use of the developed Land Mapping system; vii) Determine and provide appropriate approach for continuous updating of land values across the country and sharing the same with other Authorities such as the Local Governments and Taxation Authorities; and vili) Prepare guidance on the use of the land values data in the business environment. - The assignment will be undertaken as stated in the TOR. The total duration for the entire
assignment shall be six (6) months from the contract signing date. The estimated level of effort is eighteen (18) months professional staff-months. - The detailed Terms of Reference (TOR) for the assignment can be found at the following
https://www.taneps.go.tz . or can be obtained at the address given below. - The Ministry of Lands, Housing and Human Settlements Development now invites eligible
consulting Firms (“Consultants”) to express their interest in providing the above-mentioned
services. Interested Consultants should provide information demonstrating that they have required qualifications and relevant experience to perform the Services. - The shortlisting criteria are:
a) Core business and 10 years in business.
b) Relevance similar experience as specified below;
(i) Experience of at least 2 similar assignments in the last 10 years in the field which shall include but not limited to experience in conducting Land values assignments. Information to be provided should include name of assignment, name and full contact address of the client, contract value (in equivalent US dollars) and period (dates) of execution of assignment and the role played in the assignment (Lead or JV partner).
(ii) Demonstration of experience of work in similar conditions in developing countries.
c) Technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications, and number of key staffs. Do not provide CV’S of staff since key experts will not be evaluated at the shortlisting stage). - The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, dated
November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. - Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria.
- A Consultant will be selected in accordance with the Consultant Quality Selection (CQS)
Method set out in the Procurement Regulations. Interested consultants may obtain further
information at the address below during office hours from 08.00 to 15.30 hours Local time Monday to Friday except public holidays. - Expressions of interest must be submitted through Tanzania National Electronic Procurement
System (TANePs) (www.taneps.go.tz ) on or before 9th May, 2023 at 11:00 Hours East African
Time. The Client shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the bidder. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process.
