East African Crude Oil Pipeline (EACOPI LTD. ‘Company) Tanzania. invites experienced and reputable organizations to express their interest in provision of HEALTH & SAFETY SUPPORT SERVICES to the East African Crude Oil Pipeline (EACOP) project.
The EACOP project involves the construction and operation of o buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kaboolo in Hoima District, Uganda to Chongoleani, Tonga Region, in Tanzania. The length of the pipeline is 1,443 km, of which 1,147 km will be in Tanzania.
BRIEF DESCRIPTION OF THE SCOPE OF 1HE SERVICES:
• a dedicated HSE Manager, based in Dot es Salaam, a very experienced HSE Professional and will support the teams in the field whilst liaising with the NMS Control Room in the Office in Dar to ensure that field teams remain safe.
• Provide competent and experienced Field H&S Officers for some minimum qualification OSHA TZ- NOSHC 1811, 4 years working in similar environment; duties:
o Assist with the production of Journey Management Mans, for the teams deployed into the field.
o liaise directly with NMS Control for journey related issues.
o Conduct Toolbox talks each morning, ensure that all vehicle inspections ore cooled out and all defects ore noted, work closely with contractor HSE Management to ensure EACOP Procedures and values ore being adhered to, Report and investigate dl incidents that may occur in the field.
• Provide all Safety Officers with a modern Laptop Computer to record all HSE Information and o Satellite Telephone.
• Provide each HSE Officer with a phone and adequate airtime each month.
• Provide a HSE Administrator to manage all field HSE data and database.
• Monitor safety performance, Conducting Field Accommodation inspection, Hygiene Inspections HSE Training (Inductions and other H&S Training), Develop a field specific H&S Induction, Risk Assessments, ‘MA AND HAZARD identification), Safety Management Plan implementation, Emergency Response Planning, Organizing Drills on sites.
• Monthly Reporting, Man hours, Incidents and Accidents as well as Proactive HSE initiatives, including Hazards Identified, Safety Topics etc


MINIMUM REQUIREMENTS:
Companies or organizations expressing their interest are required to submit documentation of their:
• Proof of registration as a HSE Consulting firm as required under Tanzanian Law.
• Proof of registration with the Tanzania Revenue Authority ITV) and blest Tax Clearance Certificate
• 051-1A Regulatory Commission practicing license.
• Brief description of experience of not less than three years in provision of similar assignments.
• Financial capacity to deliver the services required including submission of financial accounts for the year.
• Registered with the EWURA Local Supplier Service Provider (LSSP) database at the time of submission of the response to this expression of interest is strongly recommended.
• Compliance with Local Content Regulations, 2017 and Local Company definition.
• Evidence of organization HSE Management Systems & policy, procedure, and process in compliance with applicable Local and Industry standards for similar works.
• Appropriate licensing from relevant into country authorities for the provision of the services including o business license, registration with Tanzania Revenue Authority and current tax dearance certificate.
• Application for registration with the EWURA Local Supplier Service Provider ILSSPI database of the time of submission of the response to this expression of interest is strongly recommended.
• Compliance with L000l Content Regulations, 2017 and Local Company definition.

Note: The EACOP project will review and assess the documents provided by the interested companies to derive a list of prequalified cowponies. Only prequalified companies will be contacted. Only prequalified companies will receive, subject to signature of o Non-Disclosure Agreement (NEM), Invitation to submit bids in furtherance of the call for tender process. All Expression of Interests should be submitted in English language.
