East African Crude Oil Pipeline (EACOPI LTD. (Company) Tanzania, invites experienced and reputable organizations to
express their interest in provision of fuel services for vehicles and other equipment along the pipeline route to the EACOP project.
The EACOP project involves the construction and operation of o buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 km of which 1,147
km will be in Tanzania.
BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES:
• Compliant to Tanzania OSHA Act 2003, including o Certificate of compliant from OSHA.
• minimum standard requirements of a petrol filling station as per the EWURA Act Cop 414, and Petroleum act cap392, 2015 or as amended time to time.
• Compliant to environmental protection.
• Compliant to Firefighting protection and certified.
• Compliant to TBS standards US 672: 2012 — EAS 158:2012 CS 75.160,20; 175 674: 2012 — EAS 177:2012 ICS 75.160.20: TZS 1076:2008 TZS 1115: 2009.
• Petrol filling stations should be in the following areas, Muheza, Harden, Kilindi DC, Kibirashi, Kiteto (Kibaya), tionong, Chembs, Igunga, Kagongwa, Bukombe (Ushirombol, Chato, Muleba, Misenyi IMukokula), Kyaka.
• Petrol Station or companies able to provide magnetic stripe fuel cords, or keypad access codes and a secret PIN or security numbed for customers shall have an added advantage.
MINIMUM REQUIREMENTS:
Companies or organizations expressing their interest ore required to submit documentation of their:
• ‘tool of registration as Petroleum dealer/ Filling station / Company as required under Tanzanian Law.
• Proof of registration with the Tanzania Revenue Authority ITRAI and Tax Clearance Certificate for the latest year available.
• Energy Regulatory Commission practicing license.
• Brief description of experience in car leasing and vehicle maintenance services.
• Statement of experience with at least three (3) similar undertakings.
• Financial capacity to deliver the services required including submission of financial accounts for the year.
• Registered with the EWURA Local Supplier Service Provider (ISSPI database of the time of submission of the response to this expression of interest is strongly recommended.
• Compliance with Local Content Regulations, 2017 and Local Company definition.
• Evidence of organization HSE Management Systems & policy, procedure, and process in compliance with applicable: coal and Industry standards for similar works.
• Appropriate licensing from relevant in-country authorities for the provision of the services.
• Application for registration with the EWURA Local Supplier Service Provider ILSSP) database at the time of submission of the response to this expression of interest is strongly recommended.
