REQUEST FOR EXPRESSION OF INTEREST FOR THE PROVISION OF RESETTLEMENT IMPLEMENTATION PAP SUPPORT SERVICES FOR EACOP PROJECTREFRENCE:0010006713

TOTAL East Africa Midstream B.V. [Company] Tanzania, an Oil and Gas company, invites experienced and reputable Resettlement Implementation Support Services Companies to express their interest in providing services to the East African Crude Oil Pipeline (EACOP] project.

The EACOP project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda, to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 km, of which 1,14i’ km will be in Tanzania. The section of the pipeline in Tanzania will traverse eight (8] regions, comprising Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara and Tanga. The pipeline will traverse 2i’ administrative district councils and 231 Villages.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES:

The COMPANY requires a land corridor and associated Above Ground Installations for the construction and operation of the crude oil pipeline. The land acquisition necessitates the physical and economic displacement of Project Affected People ( PAPs] along the Pipeline (PPL] route, in compliance with the methodology outlined in the approved Resettlement Action Plans ( RAPs].

The COMPANY requires the services of reputable and experienced Tanzanian Social Consultancy companies able to provide resettlement implementation support services to PAPs affected by the Project.

The scope will include

• In conjunction with EACOP team, plan the relocation process and prepare PAPs for physical and economic displacement;

• Identify the need for and provide support as necessary to vulnerable PAPs and their households who are physically or economically displaced;

• Assisting PAPs during the Entitlement Briefings, CompensationAgreement signing and compensation payment process with a specific focus on vulnerable PAPs;

• Support PAPs with relocation of graves including assisting with securing death certificates, securing alternative burial sites and facilitating the required reburial customs/rituals;

• Support the installation of physically displaced PAPs, their households and their belongings (including animals] into their replacement houses and monitor them for 6-month period;

• Monitor move of economically displaced PAPs to replacement land;

• Monitor food security of PAPs receiving transitional support; and

• Delivery of money management and household budgeting training to PAPs.

The Scope is divided into regional work packages (one per region – 8 packages in total]. The regions have the following numbers of PAPs: Kagera 2094, Geita 1419, Shinyanga 615, Tabora 924, Singida 1231, Dodoma 808, Manyara 474, and Tanga 1557.

COMPANY will allow CONTRACTOR/S to submit a proposal for one or more packages.

MINIMUM REQUIREMENTS:

Companies expressing their interest are invited to document their request with:

 • Proof of registration of individual senior practitioners with relevant Tanzanian Professional bodies or associations.

• Proof of registration with the Tanzania Revenue Authority and Tax (TRA] Clearance Certificate for the latest year available. • Brief description of experience in providing social consultancy and resettlement implementation support services under Tanzanian law and international financing standards for large infrastructure projects in Tanzania and to rural communities.

• Proposed key personnel who will work on this Project, including social specialists and their relevant experience in providing such services.

 • Application for registration with the EWURA Local Supplier Service Provider (LSSP) database at the time of submission of the response to this expression of interest is strongly “‘ recommended.

Interested companies which have the capacity and resources to provide the services listed above should express their interest by sending together with the above listed documents an email to [email protected]  and cc [email protected]  [max. email size 20Mb) on or before 17:00 hours East African Time (EAT). on April 30th 2021.

Note: The EACOP project will review and assess the documents provided by the interested companies to derive a list of prequalified companies. Only prequalified companies will receive, subject to signature of a Non-Disclosure Agreement (NDA). invitation to submit bids in furtherance of the call for tender process. All Expression of Interests should be submitted in English Language.
