REQUEST FOR EXPRESSION OF INTEREST FOR THE PROVISION OF  EMERGENCY DIESEL GENERATOR PACKAGES

Worley Europe Limited as EPCm Early Services Contractor for EACOP Project invites experienced and reputable Contractors to express their interest in providing Emergency Diesel Generator Packages for the East African Crude Oil Pipeline (EACOP) Project.  mechanical run tests (with sound test).
The Republic of Uganda, the Uganda National Oil Company (UNOC), the United Republic of Tanzania and/or Tanzania Petroleum Development Corporation (TPDC), as well as other international oil companies partaking in the development of Exploration Areas 1, 1A, 2 and Kingfisher Discovery Area in the Albertine Graben in Uganda or their affiliates will participate in the implementation of the EACOP Project (Potential Pipeline Participants).

The EACOP Project development involves the engineering, construction, operation and maintenance of a crude oil export pipeline crossing Uganda and Tanzania and an onshore Marine Terminal in Chongoleani, near Tanga Port in Tanzania.

BRIEF DESCRIPTION OF THE SCOPE OF THE MATERIALS The EACOP requirements for the Emergency Diesel Generator Packages (9 off units: 300 to 1400 kW ea.) to ISO 3046, ISO 8528, NFPA 37, which shall include, but will not necessarily be limited to the supply of:

  • Diesel fuel reciprocating engine driver.
  • API 546 Synchronous AC Generator – 400V-3-50Hz.
  • Diesel fuel system with associated treatment.
    Combustion air system c/w 316 SS inlet filter, ducting and silencer with supports.  
  • Exhaust system including 316 SS stack, silencer, ducting, spark arrestor, insulation and supporting steel.
  • Engine control/ Generator synchronisation control, generator AVR panel, batteries, & ICSS interface.
  • Containerised engine/generator package enclosure, with pressurised HVAC system, F&G/leakage detection system & water mist fire suppression system.
  • Factory Complete unit testing, performance test and mechanical run tests (with sound test).

The scope will include design, sourcing of material, manufacturing, assembly, packaging, supply of drawings and data, all sub-vendors co-ordination, factory testing, delivery FCA vendor and guarantees.

MINIMUM REQUIREMENTS:

Companies expressing their interest are invited to document their request with:

  • A commitment to and evidence that they have experience in developing local/national content value.
  • Confirmation that they can manufacture EDG packages in accordance with ISO/API standards.
  • An experience list for similar equipment supplied to the Upstream Oil and Gas market in the last five (5)
  • years.
  • A copy of their own and main suppliers ISO 9001:2015 and 14001:2015 & OHSAS 18001 (15045001:2015) current certification.
  • Extracts from their Supply Quality Management Procedures, showing how material quality control is implemented in the supply chain and identify what positive material identification is implemented through the manufacturing process.
  • A two (2) years look ahead shop loading charts for the facilities intended to manufacture, assemble and test.

Email Size: 20 MBs & All documents must be submitted in the English language) or before 12 noon London Time, on Tuesday 17th August 2021.

Companies satisfactorily meeting the above minimum requirements will receive, subject to the signature of a Non-Enclosure Agreement (NDA), a detailed pre-qualification questionnaire for further evaluation by Company.

Note: Only pre-qualified companies will receive an invitation to submit their bid in furtherance of the Call for tender process.
