Introduction
Care International in Tanzania in collaboration with Land Rights Research & Resources Institute (HAKIARDHI), Pastoralists Indigenous Community Development Organization (PAICODEO), and Tanzania Natural Resources Forum (TNRF) implemented Ardhi Yetu programme plus (AYP+) from 2018-2021. This was a national land rights advocacy programme, that consolidated on-the-ground interventions in natural resources governance, sustainable land use management, land right, and livelihood while integrating resilience and adaptation.
Mode of Implementation
Community has been an integral part of the programme implementation to ensure national Civil Society driven advocacy campaigns and policy dialogues have their foundations in community voices, actions, and realities. The Initiatives were taken by the Programme to strengthen the focus on gender equality and women’s empowerment by integrating specific and sustainable gender activities.
Programme Overall objectives
The main objective of the programme is to see active communities and civil society advocate for an inclusive and transparent land sector, strengthening the land tenure security and resilience of small-scale farming and pastoral communities particularly women. The Programme specific objectives are:
- Specific Objective 1: Communities can manage drivers of risk (climate change, natural resource governance, land access, and gender), and hold local government to account.
- Specific Objective 2: Strong networks of like-minded CSOs have the capacity and available platforms, to hold the Government and Private Sector to account on responsible, climate resilient, and inclusive land policies and actions.
- Specific Objective 3: A transparent and responsive Government (at both local and national level) is engaging small-scale farmers and pastoralists in climate sensitive land dialogues.
Purpose of Evaluation:
The purpose of this evaluation is to assess the extent to which Ardhi Yetu Programme plus (AYP+) objectives have been achieved and the (positive) changes being realized to the lives of targeted population and families of piloted districts of Simanjiro, Chemba, Kiteto, Morogoro Rural, Kilosa, Mvomero, Kilombero, Mufindi, Kilolo and fringe Rural. The evaluation has the following fold purposes
- To assess and document results achieved under the programme (endline).
- To assess the impact against project indicators.
- To identify and outline lessons learned, best practices and recommendations for future programming.
- To Assess any unintended consequences (positive or negative) such as building individual or community resilience or supporting local leadership.
- Assess the integration of gender, resilience and inclusive governance in the project implementation using specific questions and tools.
The evaluation seeks to measuring the extent to which, and the reasons behind, the achievement (or not) of the program overall objective, specific objectives, outcomes, and activities.
Evaluation team composition and requirement competencies
The evaluation assignment requires significant consultation fame or individual consultant with intensive knowledge of Monitoring and evaluation and broad technical knowledge in natural resources management, Climate resilience, land use management, environment management, rural management, and project management.
