1. Project Background and Goals
Globally, close to one million under-five deaths occur each year due to pneumonia. Only a quarter of the annual suspected pneumonia cases receive antibiotics despite their relatively low cost. In response, Results for Development (R4D) launched a global initiative to scale-up access to amoxicillin dispersible tablets (amox DT), the World Health Organization (WHO)-recommended treatment for childhood pneumonia, in select high-burden countries. In 2016, R4D received a multi-year grant from Good Ventures to build and expand on the foundation of the childhood pneumonia treatment initiative in Tanzania. As part of the grant, R4D has co funded and donated amox DT to the Government of Tanzania (GoT), and the medicine has then been distributed through national supply chain channels. As part of this initiative, the R4D Evaluation and Adaptive Learning (EAL) team has been implementing a series of research activities to understand and assess how the technical support provided by R4D has influenced the availability, stocking, and prescription of amox DT in public health facilities. The most recent effort, implemented in early 2023, was an operational research study to identify, adapt, and test relevant interventions to improve diagnosis and prescription practices for childhood pneumonia in public health facilities in Tanzania. Although the study is complete dissemination of results in Tanzania has not occurred.
2. Consultant Role and Scope of Services
The Research Consultant will support the planning and execution of a multi-day workshop in Mwanza focused on disseminating results of the operational research to participating facilities/district MOH/PoRALG [e.g., CHMTs] personnel to unpack the findings, explore some of the underlying reasons for study findings, brainstorm solutions for some of the issues uncovered in the research, and engage in action planning to prioritize and implement those solutions. The consultant will provide planning, project management, and workshop facilitation support to the EAL research team and will also serve as the primary point of contact between R4D and relevant GoT officials.
Specific tasks will include
- Hold meetings with the Government of Tanzania officials and other relevant actors and partners to ensure stakeholder buy-in,
- Coordinate and maintain regular communication with the EAL team and other relevant actors and partners through regular check-ins,
- Collaborate on workshop design and implementation (including interactive discussions with participants about the results and action planning),
- Advise the EAL team on the Tanzanian context, including review of draft workshop materials etc.
- Oversee logistics (organize workshop invitations and travel arrangements, transport, ensure approval from local authorities), and
- Provide on-the-ground support for the EAL team during any travel to Tanzania.
- 1. Assumed Level of Effort (LOE) and period of performance:The scope of work described above will be completed within approximately 20, non-consecutive working days between September and December 2023.
- 2. Consultant Qualifications and Background:
- An advanced degree in public health, economics, or similar. A master’s degree is preferred.
- Verbal and written professional fluency in Kiswahili and English is required.
- 3+ years of experience executing public health research activities.
- Based in Tanzania and with the ability to travel within the country.
- 3+ years of experience executing public health research activities in Tanzania.
- Demonstrated experience planning and executing interactive, co-design workshops with a variety of different health sector stakeholders required.
- Familiarity with the Tanzanian health system, including institutions and processes involved in health facility management and service delivery.
- Familiarity with integrated management of childhood illness (IMCI) algorithms and protocols.
- Ability to communicate with, coordinate and schedule meetings with high-level stakeholders.
- Ability to work well individually and in a team, including working with teams based remotely across time zones.
- Excellent interpersonal, record-keeping, organizational, communication, and time-management skills.
- 3. Period of Employment:The estimated period of the consultancy is 4 months, beginning September 2023. The level of effort will be discussed during contract negotiations, but will not exceed 20 days
