About EACOP EACOP is a 1,443km crude oil export pipeline that will transport Uganda’s crude oil from Kabaale – Hoima in
Uganda to the Chongoleani peninsula near Tanga port in Tanzania.
Worley will support EACOP partners led by international French company TotalEnergies, through the execution and delivery of the project.

The Construction Lead is responsible for overall coordination of the site Supervision and the performance of the day-to-day construction activities of the EPcmC staff & CONTRACTORs. They will ensure work is carried
out using safe working practices and is completed in accordance with the project codes, standards, drawings, and specifications.

Role and Responsibilities.
To manage the field construction scopes within the allocated LOT of the pipeline area packages
To provide on the job training and coaching to local content personnel, liaising either directly or indirectly with training providers to ensure training is provided and performance monitoring of such.
Directly supporting the EPcmC staff & the CONTRACTORs ensuring delivery of the Pipeline and associated AGI, MST facilities and EITS infrastructure are on-time and to budget.
Ensuring CONTRACTORS, local partners and local contractors receive and understand clear instructions.
Deputise (as required) within the designated area scopes.
Implement, use, and communicate safe work practices on and off the project sites
Support Superintendents on package installations and co-ordinating daily reporting requirements
Participate in the development and approval of project schedules with the Project Management team
Participate in constructability and technical design reviews to identify any opportunities for optimisation to improve construction execution efforts and delivery
Attend regular site meetings for project scheduling, contractor performance, materials, and vendors.
Develop field inspection schedules of the works in progress for site compliance reporting
Providing instruction and guidance to Supervisors on priority site construction work scope activities
Review conflicts identified in construction reporting and communicated back to project team for resolution
Conduct regular inspections of the works in progress to ensure conformance and build integrity
Interface with project preservation team to ensure AGI module skids, plant and equipment are being correctly stored and monitored for preservation integrity
Reviewing material/equipment ROS dates and ensuring logistics are aligned with critical path deliveries
Ensure (where applicable) 3rd Party inspection/testing providers do not have critical backlog or delays
Interface with AGI, Pipeline, EITS and MST Superintendents to ensure the delineation of battery limit scopes are clearly communicated and understood by all stakeholders.
Verify ITP inspection surveillance and hold points by the designated personnel are being controlled
Verify and communicate priority systems and subsystem readiness for testing to field supervisors
Work within a multi-cultural business framework and provide ethical and compliant support.
Mentor exemplary behaviour regarding HSE, Ethics and Company “Code of Conduct” policy.

Qualifications /Experience Required
Tertiary/Professional qualification in construction management or other Company agreed applicable discipline qualifications that support the construction management and execution of the onshore pipeline and related AGI, EITS and MST facilities work scopes
A minimum of 15 years greenfield pipeline site construction experience working in the Oil & Gas sectors.
Demonstrated experience in similar site construction lead roles on pipelines and process plants.
10 years of construction experience working within a cross-functional oil & gas pipeline project team supporting; field engineering, interface, site construction, completions, and commissioning readiness.
Experienced in analysing construction metrics to create accurate reporting KPI’s and progress status back to the project management team.

Required Competencies
Competency and proven experience within Worley or equivalent proprietary management systems and associated desktop applications for project delivery
Competency within industry applications such as Assure, OMIE, Aconex, SharePoint, Adobe, MS Office; Word, Excel, PowerPoint, Visio
Demonstrated knowledge of compliance, risk controls and site HSE requirements
Understanding of critical path and key milestones within the construction planning programs
Demonstrated knowledge and understanding of the criticality of ROS dates to support construction
Demonstrated knowledge & understanding of international codes/standards for facility installations
Demonstrated knowledge of system/sub-systems testing, commissioning and completions management
Comprehensive knowledge and understanding of flange management and bolt torque procedures
Comprehensive knowledge and understanding of hydro-testing, flushing, cleaning and box-up
Comprehensive knowledge and understanding of stick build structural steel erection practices
Comprehensive knowledge managing LOTO and energy isolation procedures
A high focus on identifying and meeting the key project deliverables and objectives.
Demonstrate proficiency in the interpretation of engineering drawings, plans and specifications
Demonstrated communication skills including the ability to articulate construction concerns and solutions with teams consisting of individuals with various technical and educational backgrounds.
Previous experience working with multicultural contractors’ and reporting their performance.
Staff management experience (knowledge of mentoring and motivation techniques)
Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities.
