GENERAL NOTICE ON USING TANZANIA NATIONAL e-PROCUREMENT SYSTEM SHARED GROWTH PROGRAM (SWIOFish), P132123

The Government of Tanzania has developed the Tanzania National e-Procurement System(TANePS) which was piloted in 2018 and it is being rolled out to all public bodies now. As per the government policy, by December 2020, all Procuring Entities using public funds must be trained and use TANePS. Consequently, in June 2020, the World Bank conducted an assessment aimed at evaluating TANePS suitability to be used for the procurement activities of the projects funded by the Multilateral Development Banks (MDBs), specifically the World Bank and African Development Bank. The assessment concluded that the TANePS is compliant with the MDB e-Government Procurement Guidelines, and, as such, can be used in the procurement activities of projects funded by the World Bank.

Therefore, the Ministry of Livestock and Fisheries (Fisheries) informs the general public, Suppliers, Consultants, Contractors and Service Providers that from September 1, 2021, the World Bank-financed procurement activities for the South West indian Ocean Fisheries Governance and Shared Growth Program (SWIOFish), P132123 will be processed through the TANePS. Thus, all prospective bidders interested to participate in any bid opportunity under this project are required to be registered as users to the system. The registration is open to all local and international bidders. Bidders already registered to use TANePS need not register again. All bidders are encouraged to use the system User Guides or Suppliers Training Videos which can be accessed through the following link: https://www.taneps.go.tz/epps/home.do.

Furthermore, bidders are strongly advised to download “D10 End-User Supplier Manual” which can be found through the “User Manuals” link under “Quick Guide” section on the TANePS home page. To ensure successful implementation of the National e-Procurement, the Ministry of Livestock and Fisheries (Fisheries) in collaboration with the World Bank and the PPRA has scheduled an awareness Workshop intending to bring a thorough understanding and prepare prospective Suppliers, Consultants, Contractors and Service Providers to use the TANePS appropriately in making online tender submissions and conducting other electronic procedures for procurement activities.

The workshop will be conducted Virtually and has been scheduled on Tuesday, August 31, 2021, from 02:00 pm to 06:00 pm.

Suppliers, Consultants, Contractors and Service Providers wishing to participate in the workshop should confirm through email: [email protected]  and copy to [email protected]  and [email protected]  by, Thursday, August 26 2021 stating; Company name, Name of Participant and Position for logistical communications.
