UMATI
Chama cha Uzazi na Malezi Bora Tanzania (UMATI) established in 1959, is an autonomous voluntary National NGO originally incorporated under CAP 337 in 1973, established under the non-governmental organization Act No 24 of 2002 in 2019 with registration number 00NGO/R2/000231. UMATI is a full Member Association (MA) of the International Planned Parenthood Federation (IPPF) accredited in since 2015.
UMATI works in partnership with the Ministry of Health, Community Development, Gender, Women and Special Groups, and Regional Administration and Local Government (PORALG) with the goal of providing Sexual and Reproductive Health (SRH) education, information, and services in Tanzania. The association has a long leadership history in SRH Programs in Tanzania including pioneering in Family Planning (FP) services, SRHR programs for young people, integrated Clinics, and Community-based service delivery approaches.
UMATI wishes to recruit a qualified and experienced candidate to fill in the following vacant position;
Job title: Program Manager – Clinic Services and Health Management Information System
Location: Dar es salaam
Reporting to: Head of Programme Development, Management and Coordination
Directly Supervises: Clinic In charges (MD)
Job Purpose:
The Incumbent is responsible for providing technical leadership and support across the SRH Programmes and UMATI Clinics to ensure the achievement of quality health delivery projections in line with evidence-based best practices, rights-based programming, and clinical quality standards. The PM is accountable for the achievement of project activities, oversees clinic operations, and ensures that the project/clinic achieves the expected results while being implemented in compliance with donor agreements and government standards. S/he will provide technical and administrative oversight, including mentorship to a team of project coordinators/Clinic In charges, to deliver integrated quality integrated SRH services to the respective target population. She/he will work closely with the Ministry of Health, the Prime Minister’s Office, Regional Administration, and Local Government, including regional and district authorities, during the execution of the project in collaboration with project coordinators and Clinic In charges in respective regions. He/she will promote teamwork, trust, and mutual respect, empowering staff to take responsibility.
Duties and Responsibilities:
Project Planning and Management
- Provision of SRH technical and programmatic guidance on the implementation of SRH project activities as per the national SRH guidelines and strategies;
- Ensure quality of care by coordinating the collection of regular quality assessments bi-annually using project tools across all project sites in coordination with the project team;
- Ensure the development and implementation of quality-of-care improvement work plans across project sites with the aim of ensuring quality improvements in service delivery points;
- Oversee clinical governance and adverse events reporting across project supported service delivery points.
- Consistently monitor and report technical issues to the Head of programs; and
- Promoting the value and standards of care through appropriate guidelines and protocols;
Technical support and leadership for the UMATI Clinics’ operations
- Oversee day-to-day clinical operations to ensure high standards of patient care.
- Lead, mentor, and manage clinical staff, including conducting performance reviews.
- Develop and implement clinical policies and procedures.
- Ensure compliance with healthcare regulations and accreditation requirements.
- Monitor and analyze clinical performance metrics to identify areas for improvement.
- Coordinate staff training and professional development programs.
- Facilitate communication between clinical staff and management.
- Ensure Clinic In charges handle patient complaints and work to resolve any issues related to clinical services.
- Conduct Monthly/Quarterly meetings with the Clinics in charge and review progress in terms of Targets and Income generation;
- From time to time, conduct supportive supervision to the Clinics to ensure the quality of care is provided in accordance with the required standards: and
Data and Knowledge Management
- Ensure timely monthly data entry into UMATI DHIS2, analyze and translate learning and results into accessible technical products for sharing with stakeholders;
- Performing monthly analysis of ME indicators and informing the management for decision-making;
- Present analytical findings to the overall project team to help shape future project delivery plans;
- Use clinical data to identify trends, monitor key performance indicators (KPIs), and prepare reports for senior management and regulatory bodies.
- Respond to information requests from the Supervisor and Donor concerning the data; and
- Work closely with Communication Coordinator to document case studies, success stories and best practices of the project/clinics and share them with management and donors.
Project Compliance and risk management
- Prepare the clinics Quarterly report;
- Review and Approve clinics activity requests and retirements submitted from the field office;
- Ensures that UMATI’s and IPPF policies for Safeguarding children and vulnerable adults are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility;
- Identify and proactively address all challenges and potential implementation issues that hinder performance;
- Monitor and supervise the Clinic In charges to achieve their mandated targets in accordance with plans;
- Keep the Head of Programs abreast of significant threats, implementation deficiencies, and opportunities;
- Work with the finance team on program financial analysis, review, and oversight of project budgets and financial reporting and
- Ensure the effective and efficient utilization of project resources to demonstrate value for money.
- Any other duties assigned by the supervisor.
Qualifications/Experience Requirements:
Education and Knowledge
A Bachelor’s or Master’s degree in Medicine, Nursing or a Master’s in Public Health with extensive training in epidemiology/health management information systems, is required.
Experience
- A minimum of 7 years of experience in clinical service management with skills in M&E/health management information system or public health research, quality assurance, preferably within NGO and healthcare settings.
- Proven track record in managing health projects, including overseeing data collection, and reporting findings.
- Practical expertise in using DHIS2 and software for epidemiological databases and statistical analysis, including Microsoft Excel and at least one statistical program.
- Proven practical skills in the design, implementation, and evaluation of both quantitative and qualitative research methods.
Technical knowledge and skills:
- Excellent interpersonal, communication, presentation, and negotiation skills.
- Demonstrated success in managing partnerships effectively.
- Strong analytical skills with the ability to take initiative both independently and as part of a team.
- Ability to produce high-quality narrative reports.
- Competency in leading and inspiring others, delivering results, developing self and others, problem-solving, decision-making, and innovating and adapting.
