Job overview
NBC is looking for a Shari’ah Quality Assurance & Compliance Manager to serve as the primary custodian of Shari’ah integrity within the bank’s Islamic Banking division.
The role ensures that all Islamic Banking products, processes, transactions, contracts, and customer interactions comply fully with Shari’ah law and regulatory requirements. The successful candidate will lead the development, implementation, and continuous improvement of the Shari’ah compliance framework, conduct independent reviews and audits, manage the Shari’ah Supervisory Board or Shari’ah Advisory Committee relationship, and support the development of new Islamic Banking products.
In the absence of, or as delegated by, the Head of Islamic Banking, the role will assume responsibility for oversight of compliance matters, stakeholder reporting, and strategic compliance decisions at the appropriate authority level.

Job Summary
The Shari’ah Quality Assurance & Compliance Manager will be responsible for safeguarding Shari’ah compliance across NBC’s Islamic Banking division.
The role focuses on ensuring that Islamic Banking operations, products, services, documentation, customer engagements, governance structures, and regulatory interactions are aligned with Shari’ah principles, AAOIFI standards, Bank of Tanzania regulatory guidance, and directives from the Shari’ah Advisory Committee.
Key Accountabilities
1. Shari’ah Compliance Framework and Governance
Weight: 30%
The role owns and continuously strengthens the Shari’ah compliance architecture of the Islamic Banking division, ensuring it meets regulatory expectations and Shari’ah Advisory Committee directives. In the absence of the Head of Islamic Banking, the role represents the division in compliance and regulatory engagements.
Key responsibilities include:
- Develop, maintain, and continuously improve the Shari’ah Compliance Policy, Standards, and Procedures to align with evolving Shari’ah principles, AAOIFI standards, and Bank of Tanzania regulatory guidance.
- Serve as the primary liaison between the bank and the Shari’ah Advisory Committee by:
- Organising meetings.
- Preparing agenda papers.
- Distributing minutes.
- Implementing decisions and fatwas.
- Maintaining a fatwa register.
- Monitor the implementation of Shari’ah Advisory Committee decisions and approved fatwas across all business areas.
- Escalate non-implementation risks to the Head of Islamic Banking.
- Ensure all new products, services, processes, and contracts receive appropriate Shari’ah Advisory Committee approval before launch.
- Maintain a comprehensive approval register.
- Act as the primary point of contact for the Bank of Tanzania and other regulatory bodies on Islamic Banking compliance matters.
- Deputise for the Head of Islamic Banking in regulatory interactions when required.
- Prepare and present Shari’ah compliance reports to:
- Head of Islamic Banking.
- EXCO.
- Board Audit and Risk Committee.
- Escalate significant findings and remediation plans.
2. Shari’ah Reviews, Audits and Quality Assurance
Weight: 25%
The role conducts independent and systematic reviews of all Islamic Banking activities to detect, report, and remediate Shari’ah non-compliance risks before they materialise into reputational or regulatory issues.
Key responsibilities include:
- Conduct comprehensive quarterly Shari’ah compliance reviews across all Islamic Banking:
- Products.
- Contracts.
- Agreements.
- Operational processes.
- Customer transactions.
- Document findings and agreed remediation actions.
- Develop and execute an annual Shari’ah Internal Audit Plan.
- Coordinate with the Internal Audit function to ensure Islamic Banking is audited to the required depth and frequency.
- Perform pre-launch Shari’ah Quality Assurance assessments for:
- New products.
- System changes.
- Process modifications.
- Provide a formal sign-off or list of conditions to the Head of Islamic Banking before go-live.
- Maintain a Shari’ah Non-Compliance Register that tracks:
- Identified violations.
- Root causes.
- Corrective actions.
- Closure timelines.
- Provide periodic status updates to the Head of Islamic Banking.
- Coordinate with Internal Audit, External Auditors, and the Shari’ah Advisory Committee during Shari’ah audits.
- Provide required documentation, explanations, and access to records.
3. Islamic Product Development Support
Weight: 20%
The role partners with the business team to ensure that all new Islamic Banking products and innovations are built on a sound Shari’ah foundation from conception to launch.
Key responsibilities include:
- Participate from the earliest stage in all Islamic product development initiatives.
- Provide Shari’ah guidance on:
- Permissible structures.
- Contract types.
- Profit mechanisms.
- Documentation requirements.
- Prepare comprehensive Shari’ah risk assessments for new products and product modifications.
- Document all identified Shari’ah risks and proposed mitigations for Shari’ah Advisory Committee review.
- Review and approve all product documentation for Shari’ah compliance before publication or customer issuance, including:
- Customer contracts.
- Marketing materials.
- Terms and conditions.
- Monitor the ongoing Shari’ah performance of launched products through monthly product compliance reviews.
- Identify any drift from approved structures and recommend corrective actions.
- Benchmark NBC’s Islamic products against regional and international best practices.
- Identify opportunities for innovation and product enhancement.
4. Shari’ah Training, Awareness and Culture
Weight: 15%
The role builds a strong Shari’ah compliance culture across NBC by equipping staff with the knowledge, skills, and awareness needed to uphold Islamic Banking integrity in their day-to-day work.
Key responsibilities include:
- Design and deliver a structured Shari’ah compliance training programme for:
- Islamic Banking staff.
- Branch teams.
- Relevant support functions.
- Ensure competency levels meet defined standards.
- Develop Shari’ah compliance induction materials for all new employees working in or interfacing with the Islamic Banking division.
- Maintain a library of Shari’ah compliance resources, including:
- Guidance notes.
- Frequently asked questions.
- Approved product manuals.
- Compliance checklists.
- Ensure relevant staff can access Shari’ah compliance resources.
- Champion a culture of proactive Shari’ah compliance.
- Encourage staff to raise concerns and queries through established channels without fear of reprisal.
5. Reporting, Governance and Additional Responsibilities
Weight: 10%
Key responsibilities include:
- Compile and submit periodic Shari’ah compliance reports to the Head of Islamic Banking for inclusion in management packs and Board papers.
- Maintain accurate governance records, including:
- Shari’ah Advisory Committee minutes.
- Fatwa registers.

- Support the Head of Islamic Banking in preparing:

Role and Person Specification
Education and Experience Required
Essential requirements
Applicants must have:
- Bachelor’s degree in Islamic Banking and Finance, Shari’ah Law, Accounting, Business Administration, or a related field.
- Minimum of 3 years of experience in a Shari’ah compliance, Islamic banking, or related financial services role.
- Strong theoretical and applied knowledge of Shari’ah law as it applies to Islamic finance products and banking operations.
- Practical experience in conducting Shari’ah reviews, preparing compliance reports, and engaging with Shari’ah advisory bodies.
- Experience in Islamic product development or assessment from a Shari’ah compliance perspective.
Desirable requirements
The following qualifications and experience will be an added advantage:
- Professional qualification in Islamic Banking or Shari’ah, such as:
- CIPA.
- AAOIFI CSAA.
- IFQ.
- Equivalent qualification.
- Experience with AAOIFI Shari’ah Standards and their practical application in a commercial bank.
- Familiarity with Bank of Tanzania regulatory requirements and guidelines for Islamic Banking.
