Key Responsibilities
Project Direct Implementation
The Field Extension Officer will be responsible for supporting high-quality project implementation and reporting of project interventions. The officer will track project targets and share updates in a timely manner with the District Project Coordinator, DME team, and World Vision Tanzania Head Office.
Key duties include:
- Achieving high-quality implementation and reporting of project interventions.
- Tracking targets and submitting timely updates to relevant project teams.
- Collaborating innovatively with partners, allies, Local Government Authorities, and like-minded stakeholders to influence policy and achieve multiplied impact.
- Maintaining a strong understanding of all field activities, program strategies, resources, and responsibilities to ensure progress toward project objectives.
- Contributing to improved food security, resilience, and employment opportunities among targeted beneficiaries.
- Identifying and working with vulnerable and needy households in the assigned project location within the District Council.
- Working with project beneficiaries and partners to promote social cohesion between refugees and host communities through peace and stability initiatives.
- Enhancing gender equality and protection for project beneficiaries.
- Spearheading day-to-day project operations.
Expected Results
- Effective project implementation according to the Project Design Document and Logframe.
- Inclusion of the most vulnerable households in project interventions.
Project Budget and Resource Management
The officer will participate in budget planning, budget reviews, and report preparation in collaboration with finance staff.
Key duties include:
- Participating in annual and multiyear budget plans, reviews, and report preparation.
- Ensuring compliance with World Vision Tanzania finance policies and donor requirements in the management and use of financial and non-financial resources.
- Supporting the management of project funds, including monitoring monthly budget burn rates.
- Supporting budget realignments and internal and external audits.
- Creating synergies and leveraging resources with local government and other actors through integrated district and local-level planning and budgeting.
Expected Results
- Effective activity implementation according to the approved budget, World Vision standards, and donor requirements.
Monitoring, Evaluation, Learning, and Reporting
The Field Extension Officer will support project monitoring, evaluation, learning, and reporting processes to ensure evidence-based implementation and decision-making.
Key duties include:
- Collaborating with project colleagues, especially the MEAL Officer, to adapt the project theory of change.
- Participating in the development and implementation of the project’s impact measurement system.
- Supporting the collection of baseline and periodic data for tracking programme performance and decision-making.
- Collaborating with other World Vision projects to ensure effective project implementation.
- Generating evidence for policy impact and contributing to World Vision and WFP strategies.
- Preparing and sharing quality project progress reports within required timelines.
- Submitting reports to relevant authorities.
- Participating in annual program review meetings to assess progress, adjust plans, and draw and disseminate lessons learned.
- Planning, organizing, and conducting reflective learning forums, including quarterly reflection meetings and workshops.
- Engaging internal and external stakeholders, including government representatives, in learning forums.
Expected Results
- Quality monitoring, evaluation, and learning that enhance project progress toward goals and influence decision-making.
Networking, Visibility, and Donor Recognition
The officer will help build and maintain strong relationships with partners, government authorities, stakeholders, and consortium members.
Key duties include:
- Establishing and maintaining good relationships with partners, Local Government Authorities, stakeholders, and consortium members.
- Ensuring that project interventions and donors are recognized by government, partners, and communities.
- Supporting project branding and visibility.
- Participating in national, zonal, regional, and local events.
- Developing and supporting effective linkages and collaboration with key public institutions in the relevant field.
- Representing the project in assigned learning and sharing meetings, workshops, and conferences.
- Facilitating documentation and sharing of project processes, challenges, best practices, and lessons learned among consortium partners.
- Building networks and creating a positive image of the project, World Vision, and WFP.
- Performing other duties as assigned by the employer.
Required Professional Experience
Applicants must have:
- At least 2 years of experience in the implementation of agriculture or rural development projects.
- Experience working with and interacting with rural communities.
- Experience and general understanding of inclusive and holistic programming, including but not limited to:
- GESI responsive and transformative designs.
- Environment-related programming.
- Market-led approaches.
- Financial management.
- Related mainstreaming strategies and activities, especially in the livelihood sector.
The following will be an added advantage:
- Experience with INGOs.
- Experience with WFP and other UN agency project management.
- Experience working in refugee and host community contexts.
Required Education, Training, License, Registration, and Certification
Applicants should have:
- A university degree in one of the following fields:
- Agricultural Economics and Agribusiness.
- General Agriculture.
- Rural Development.
- Community Development.
- A related field.
An advanced degree in any of the above fields will be an added advantage.
Preferred Knowledge and Qualifications
The ideal candidate should have:
- Report writing skills.
- Strong community facilitation skills.
- Basic understanding of advocacy approaches and advocacy issues at local and/or national level.
- Excellent communication and presentation skills in English and Swahili.
- Proven experience in facilitating effective project documentation and dissemination of results to a wide range of audiences.
- Ability to work under tight deadlines.
- Strong commitment to World Vision values, mission, and vision.
Travel and Work Environment Requirements
- The candidate must be willing to work in rural areas.
- On-call work requirement: 5%.
