World Vision is seeking a qualified and experienced Cluster WASH Specialist to support the design, planning, implementation, monitoring, and quality assurance of WASH projects and programmes in Tanzania. The role is based in Arusha and focuses on ensuring that WASH interventions meet international standards, donor requirements, government policies, and community needs.

Key Responsibilities
1. Support WASH Project and Programme Compliance
The Cluster WASH Specialist will support WASH project and programme Team Leaders and Managers in ensuring compliance with WASH standards, donor regulations, and organizational policies.
Key duties include:
- Developing WASH technical programme designs and plans.
- Designing and planning the national WASH strategy.
- Preparing detailed implementation plans within the area of technical responsibility.
- Developing annual work plans related to WASH technical expertise.
- Developing and ensuring execution of procurement plans in alignment with policies and standards.
- Ensuring WASH projects adhere to international WASH standards and donor requirements.
Expected Result:
WASH projects are implemented in compliance with international WASH standards and donor requirements.
2. Technical Guidance, Supervision, and Quality Assurance
The role involves providing technical leadership and supervision to ensure quality implementation of WASH projects from planning to completion.
Key duties include:
- Conducting inspections of water supply services, including water quality monitoring.
- Providing input in reviewing and advising on tariffs and prices of water services.
- Monitoring project progress from feasibility stage to design, construction, handover, or supervision of sections of larger projects.
- Preparing and submitting timely progress reports to relevant partners.
- Preparing Bills of Quantities according to national standards.
- Providing technical supervision of WASH programmes.
- Staying informed on indirect support to service implementation.
- Assessing and tracking implementation quality and alignment with standards, government policies, Technical Programme plans, and Detailed Implementation Plans.
- Conducting field activities to assess quality and collect feedback from communities and stakeholders.
Expected Results:
- Quality WASH projects are designed and completed on time.
- Bills of Quantities are developed according to national and international WASH standards.
3. Technical Design and Implementation of WASH Projects
The Cluster WASH Specialist will support the technical design, planning, implementation, and construction supervision of WASH projects.
Key duties include:
- Providing building site supervision and site administration.
- Supporting quality assurance and quality control.
- Preparing cost estimates and technical reports.
- Administering contracts and ensuring work is completed on time.
- Designing, planning, and implementing WASH project activities in Area Programmes and grants.
- Working closely with local contractors to plan and design solar electrification systems.
Expected Results:
- WASH construction projects are implemented with quality, proper monitoring, and technical support.
- Contract management is enhanced.
4. Monitoring, Evaluation, and Reporting
The position supports monitoring, evaluation, reporting, learning, and knowledge management for WASH interventions.
Key duties include:
- Monitoring and evaluating WASH activities.
- Using field data to prepare reports and contribute to learning and quality improvement.
- Supporting the documentation of lessons learned, success stories, and good practices.
- Supporting knowledge management.
- Supporting research projects that explore programme quality, effectiveness, new approaches, and innovations.
Expected Result:
Routine monitoring of WASH projects and community-based interventions is strengthened to improve WASH service uptake.
5. Resource Acquisition and Accountability
The Cluster WASH Specialist will contribute to resource mobilization and accountability efforts for WASH programming.
Key duties include:
- Supporting proposal writing.
- Engaging in negotiations with potential partners and donors.
Expected Result:
Increased grants that are either WASH-integrated or specifically focused on WASH interventions.
6. Networking and External Engagement
The role requires active engagement with stakeholders, partners, government agencies, contractors, and other relevant actors.
Key duties include:
- Supporting advocacy, external engagement, and partnerships.
- Networking with local WASH hardware stakeholders.
- Attending local meetings where appropriate.
- Collaborating with local authorities, government agencies, clients, contractors, residents, suppliers, technical experts, consultants, and other stakeholders involved in WASH project implementation.
Expected Result:
Enhanced WASH representation in advocacy engagements at different levels.
7. Capacity Building and Staff Development
The Cluster WASH Specialist will contribute to strengthening the capacity of staff and partners involved in WASH implementation.
Key duties include:
- Training staff and partners.
- Maintaining a flexible approach to work and willingness to take on new challenges.
- Mentoring and coaching staff for professional development.
Expected Result:
Effective implementation of WASH projects through strengthened staff capacity.
8. Safeguarding
The role requires ensuring that WASH activities align with safeguarding requirements and policies.
Key duties include:
- Ensuring programme activities align with safeguarding standards.
- Providing safeguarding training and orientation for sector partners, including community-level partners.
Expected Result:
WASH projects are implemented in consideration of adult and child safeguarding policies.
9. Other Activities
Additional responsibilities include supporting broader organizational and sector initiatives.
Key duties include:
- Participating in the global WASH community of practice.
- Ensuring multi-sectoral integration.
- Participating in and supporting World Vision non-sector activities.
Required Qualifications and Experience
Required Professional Experience
- Minimum of 3 years of experience in WASH hardware implementation.
Required Education, Training, License, Registration, and Certification
Applicants must have:
- Bachelor’s degree in one of the following fields:
- Water Engineering
- Environmental Engineering
- Civil Engineering
- Irrigation Engineering
- Municipal and Industrial Services
- Related field or equivalent experience
- Registration by the Engineers Registration Board as a Professional Engineer.
Preferred Knowledge and Qualifications
The ideal candidate should have:
- Computer skills and working knowledge of:
- AutoCAD
- ArchiCAD
- EPANET
- Hydraulic Excel calculations
- Structural calculations
- Demonstrated ability in supervision.
- Knowledge of borehole design and supervision of drilling processes.
- Knowledge of water project design and building structures.
- Knowledge of solar panel installation, wiring, battery storage systems, and pump mechanics.
- Knowledge of relevant safety standards and regulations.
- Experience working with water projects.
- Good planning and organizational skills.
- Ability to maintain effective working relationships with staff, partners, and donors at all levels.
