About Thamini Uhai

Thamini Uhai, formerly World Lung foundation, is a Tanzanian non-governmental organization that has partnered with the Government of the United Republic of Tanzania since 2008 to reduce maternal and early neonatal mortality and strengthen health systems in underserved rural areas.

From 2008 to 2019, Thamini Uhai worked with Bloomberg Philanthropies to expand quality Emergency Obstetric and Newborn Care services and, in collaboration with the Ministry of Health and Local Government Authorities, piloted and scaled birth companionship as a core element of respectful maternity care across 27 health facilities in Kigoma, Katavi, Geita, and Mwanza Regions.

Partnership program for maternal and newborn health improvement in Tanzania

Thamini Uhai has received funding for implementation of Partnership Program for Comprehensive and Integrated Maternal and Newborn Health Improvement (Mjamzito na Mtoto Salama) in Tanzania.

This is a five-year program implemented in 3 regions of Tanzania Mainland. The initiative is jointly supported by Bloomberg Philanthropies and the Gates Foundation and will be implemented in two phases:

  • September 2025 to June 2027
  • July 2027 to June 2030

The program will be implemented in:

  • Geita
  • Katavi
  • Kigoma regions

The program will contribute to accelerating 2030 SDG targets through improving maternal and newborn health outcomes in Tanzania by strengthening the delivery of quality and respectful Emergency Obstetric and Newborn Care (EmONC)- including the postpartum hemorrhage (PPH), antenatal care, and comprehensive newborn care, with a particular emphasis on scaling up care for small and sick newborns.

The initiative will also provide strategic technical support to the Ministry of Health in reviewing technical guidelines and associated learning resources.

In this regard, Thamini Uhai wishes to recruit the following positions:

1. Program Officer – Newborn Health (3 positions)

Position description

  • Department: Program

Position summary

The Program Officer – Newborn Health provides technical and operational support for the implementation of newborn health interventions at regional, council, and facility levels. The role focuses on supporting delivery of high-quality newborn care services, including essential newborn care, immediate kangaroo mother care (KMC), and care for small and sick newborns, while strengthening quality improvement systems across supported facilities.

Working under the supervision of the Regional Program Coordinator and in close collaboration with Senior Technical Advisors and government counterparts, the officer supports Regional and Council Health Management Teams (RHMTs and CHMTs) in implementing program activities.

The role ensures that newborn interventions are effectively executed, aligned with national priorities, and responsive to service delivery gaps across high-volume facilities, while promoting continuity of care from pregnancy, intrapartum, and postnatal periods.

Main duties and responsibilities

  • Supports the implementation of newborn health interventions across supported facilities.

Qualifications and experience

  • Bachelor’s degree in Medicine, Nursing, Midwifery, or a related health field.

  • Minimum of five (5) years of experience in RMNCAH programs, with demonstrated experience in newborn health programming.
  • Clinical experience in essential newborn care, neonatal resuscitation, immediate KMC, stabilization of sick newborns, and care for small and sick newborns.

2. Program Officer – Maternal Health (2 positions)

3. Advocacy and Communications Manager (1 position)

Position summary

The Advocacy and Communications Manager leads the planning and implementation of social and behavior change communication (SBC), advocacy, and strategic partnership initiatives, ensuring alignment with program deliverables and approved budgets.

The role is responsible for coordinating the development of the organization’s annual report in collaboration with technical, finance, and operations teams, and contributes to donor reporting, documentation of success stories, best practices, and scientific and media dissemination through THAMINI UHAI website and media platforms.

Additionally, the Manager oversees high-level partner and government engagement, fostering an enabling environment to support the adoption and scale-up of high-impact program interventions.

Main duties and responsibilities

Leading

  • Coordinate high-level partnership meetings with government institutions, implementing partners, and development partners.
  • Lead the review and updating of existing organizational policies, and facilitate the development of new policies and standard operating procedures as required.
  • Coordinate the compilation and design of the organization’s annual report in close collaboration with the program technical, finance, and operations teams.
  • Lead program documentation and the dissemination of success stories and best practices by overseeing content collection and the development of materials for website and media platforms, including editorial reviews and press releases.
  • Coordinate communication with different stakeholders on the implementation of sustainability plans to ensure there are linkages and synergies among the levels during implementation.
  • Lead advocacy efforts by building and strengthening coalitions to promote the sustainability of program interventions, including support for the recruitment and equitable distribution of human resources for health to enhance quality service delivery.

Technical expertise, skills and behaviors

  • Masters of Public Health, Law, Public Administration, international relations, Economics, Social sciences or related degree from accredited institution.
  • A minimum working experience of 10 years in development projects supporting advocacy and partnership work, with demonstrated and track record of CCHP budget allocations and successful transitioning a donorfunded program over to government oversight will be a critical added advantage.
  • Experience in health or education-related advocacy and communications work showing evidence of wins, work with technocrats, parliamentarian committees, national and regional level government officials. Proven experience in participating in development of district budgets, analyzing them and/or disbursement of funds from central government, experience with media communications activities (print, television, radio and social media).
  • In depth understating of Tanzania health system structure and health financing process including budget cycles at national and subnational level highly preferred.
  • String experience in suing communicating evidence effectively to different stakeholders to better inform human resource for health planning, decision-making, advocacy and accountability efforts.

4. Advocacy and Communication Officer (1 position)

Position summary

The advocacy and communication officer provides leadership and technical oversight for social and behavior change (SBC) and communication functions under the Mjamzito na Mtoto Salama project, ensuring that community engagement, health promotion, and program visibility efforts are strategically aligned, evidence-based, and delivered to high-quality standards.

The role leads the planning, coordination, and implementation of SBC and communication strategies in alignment with program objectives, national priorities, and donor requirements, while providing technical guidance to partners and government stakeholders on effective approaches.

It oversees capacity strengthening, performance monitoring, and mentorship activities in collaboration with community leaders and local governance structures, and ensures that complex maternal and newborn health interventions, supply chain strategies, and systems strengthening initiatives are translated into clear, accurate, and audience-appropriate communication products.

5. Manager, Monitoring, Evaluation, Research, and Learning, (MERL) (1 position)

Position summary

The Manager, Monitoring, Evaluation, Research and Learning (MERL) provides strategic leadership and technical oversight for the design, implementation, and continuous strengthening of an integrated MERL system for the Mjamzito na Mtoto Salama program.

The role ensures that high-quality data is systematically generated, analyzed, and translated into actionable insights to inform program performance, guide adaptive management, and demonstrate impact.

Working closely with other Thamini Uhai experts, government counterparts, and partners, the Manager ensures alignment of MERL systems with national frameworks, including DHIS2 and MPDSR, while integrating data from facility-level systems, Health Facility Assessments (HFA), and Pregnancy Outcomes Monitoring Systems (POMS).

The role also supports the generation and use of program evidence through applied research and structured learning processes to inform quality improvement and scale-up.

The position serves as a central integration point across implementation, communication, finance, and administrative functions, ensuring coherence between program data, service delivery, resource utilization, and reporting.

It also ensures systematic tracking of performance across high-volume facilities and key service delivery points, including antenatal care clinics, labour wards, and neonatal care units, with a strong focus on translating data into measurable improvements in service utilization and outcomes.

Main duties and responsibilities

1. MERL system design, integration and governance

Provides leadership in establishing a robust, integrated MERL system aligned with program priorities, donor requirements, and national systems.

  • Lead design, implementation, and continuous refinement of the MERL framework, indicators, and tools.
  • Ensure alignment with national systems including DHIS2, MPDSR, and RMNCAH monitoring frameworks.

Position summary

The Monitoring, Evaluation and Learning (MEL) Officer provides technical and operational support for implementation of MEL systems at regional, council, and facility levels. The role focuses on ensuring accurate, timely, and high-quality data collection, validation, and reporting, while strengthening the use of data for routine decision-making and service improvement.

Working under the administrative supervision of the Regional Program Coordinator and technical guidance of the MERL Manager, the officer supports routine data systems, including DHIS2 and MPDSR, and contributes to the implementation of program-specific assessments such as Health Facility Assessments (HFA) where applicable.

The role plays a key function in strengthening data use at the facility and district levels by supporting implementation teams to translate data into practical actions that improve service delivery, quality of care, and program outcomes across high-volume facilities.

Main duties and responsibilities

i. Data collection, management and quality assurance

Supports implementation of robust data systems to ensure the availability of high-quality data for program monitoring.

  • Support collection, validation, and reporting of program data across facilities, councils, and regions.
  • Ensure completeness, accuracy, and timeliness of data in routine systems, including HMIS/DHIS2.

v. Capacity building and mentorship

vi. Cross-functional coordination and reporting support

Supports alignment of MEL activities with implementation, communication, and reporting processes.

vii. Supervision and support of data systems

Supports supervision of facility-level data processes and personnel.

  • Supervise and support facility-based data clerks on data collection, quality, and reporting.
  • Ensure proper use and management of facility registers and reporting tools, including newborn data systems.
  • Provide regular feedback to facility teams on data quality and performance.
  • Strengthen coordination between the facility, council, and regional data systems.

Qualifications and experience
