The purpose of USAID/Tanzania Farmer-to-Farmer (F2F) Agri-Finance Activity (TAFA) is to help improve access to finance for smallholders, women, youth, and micro, small, medium enterprises in Tanzania by improving the agri-finance ecosystem and strengthening the capacity of borrowers and lenders. With a particular emphasis on priority technologies, including climate-smart technologies, TAFA will create more inclusive agricultural finance ecosystems, enable expanded and sustained lending and investment, and increase productivity and incomes. TAFA will utilize a system-driven, private sector-led approach to target agricultural market coordination failures and develop commercially oriented solutions that will sustain and scale agri-financing.
The TAFA Finance and Administration Manager will oversee all aspects of program administration and financial management in Tanzania. This position is based in Dar es Salaam, Tanzania, and will report to the Chief of Party in Tanzania.
Duties and Responsibilities:
- Oversee all aspects of program administration and assigned logistical responsibilities in Tanzania including human resource management, property management, transport, and other general services;
- Oversee all aspects of financial management in Tanzania, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting;
- Oversight and report all statutory and other regulatory reports to Social Security, Revenue Authority and other applicable bodies;
- Prepare monthly payroll for each applicable employee along with a separate salary slip;
- Document financial transactions by entering transactions into QuickBooks Online on a daily basis;
- Prepare monthly reports of field expenses in Tanzania in a timely manner, with full documentation, and according to IESC guidelines, and assist in the preparation of quarterly and annual financial reports;
- Prepare monthly advance requests in coordination with the Program Director based on historical spending and upcoming needs for the project in Tanzania, and submit to IESC home office;
- Maintain regular communications with IESC home office staff (program and administration, finance and operations) to provide timely and complete financial support, including in response to inquiries related to the field expense reports;
- Maintain accurate and organized records for external audit;
- Comply with Tanzanian financial legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions;
- Ensure legal compliance by monitoring and implementing applicable human resource requirements in Tanzania;
- Maintain management guidelines by preparing, updating, and recommending human resource policies and procedures;
- Resolve administrative problems and inquiries;
- Facilitate the procuring of office supply inventories and coordinate maintenance of office equipment;
- Coordinate staff, consultant and volunteer travel plans and make arrangements accordingly;
- Contribute to team effort by accomplishing related results as needed; and
- Support program close out activities including audits, assessments, preparation of financial reports among others.
QUALIFICATIONS:
- Bachelor’s degree in management or accounting or other relevant discipline required;
- Two to five years of relevant experience in project financial management and administration of similar financial volume;
- Certified Accountant’s qualification will be an advantage;
- Experience in USAID project financial management and administration desired;
- Knowledge of USAID rules and regulations desired;
- Demonstrated ability to work with local and international staff;
- Ability to legally work in Tanzania required;
- Fluency in English required;
- Proficiency in Microsoft Office;
- Experience with QuickBooks preferred.
This position runs through an initial period of one year which may be extended based on performance.
