EXPRESSION OF INTEREST FOR CONSULTANCY SERVICE TO PREPARE
CONCEPT NOTE FOR DEVELOPING NATIONAL PLAN OF ACTION TO END
VIOLENCE AGAINST WOMEN AND CHILDREN (NPA -VAWC) 2023 – 2028

1. This invitation for expression of interest follows the General Procurement Notice (GPN) which
   appeared in Zanzibar Leo Issue no.6669 dated 02 August, 2022.
2. The Revolutionary Government of Zanzibar (RGOZ) has set aside funds for the operation of the
   Ministry of Community Development, Gender, Elderly and Children (MCDGEC) during the
   financial year 2022 2023. It is intended that part of the proceeds of the fund will be used to cover
   eligible payment under the contract for the Consultancy Service to Prepare Concept Note for
   Developing National Plan of Action to End Violence Against Women and Children (NPA –
   VAWC) 2023-2028.
   The concept note serves as a starting point for developing National Plan of Action to end Violence
   against Women and Children 2023-2028 after an implementation period. of NPA-VAWC (2017-
   2022) come to an end in June 2022. Its outlines key components. such as background information,
   rationale, objectives, terms of references, tasks, deliverables and other details can be obtained on
   written request from the Ministry’s Procurement Department.
3. The Ministry of Community Development, Gender, Women and Children now invites eligible
   Consulting Firm to indicate their interest in providing the services which include the following

4. Interested Consulting Firms must provide information indicating that they are qualified to
   perform the services by submitting consultant’s profile, description of similar assignments,
   experience in similar conditions, availability of appropriate skills among staff, etc. Consultants
   May associate to enhance their qualifications.
5. A consultant will be selected in accordance with the procedures set out in the Public
   Procurement Act No.11 of 2016 of Zanzibar.
6. Selection will be conducted through the Least Cost Based selection procedures specified in the
   Public Procurement Regulations.
7. Interested eligible consultants may obtain further information from the office of the PDMU
   Office of Ministry of Community Development, Gender, Elders, and Children- Zanzibar at
   Kinazini, ZSTC Building, Second Floor from 08:30hrs to 15:30hrs local time on Monday to Friday
   inclusive except on public holidays.
8. Expressions of Interest (Eol) must be delivered to the address below:

• Electronic procurement PORTAL (Eproz) at or before 15:30hrs local time on 30th
  December, 2022.

4. Late Expressions of Interest shall not be accepted for evaluation irrespective of the
   circumstances.
