PROPOSED PROJECT FOR ESTABLISHMENT OF MODERN VEHICLE INSPECTION FACILITY IN ZANZIBAR

The Revolutionary Government of Zanzibar through the Ministry of Infrastructure Communications and Transport (MoICT) in collaboration with the Zanzibar Road Transport and Safety Authority (ZARTSA) is considering the Construction of a Motor Vehicle Inspection Station on a 21,523 square meters plot in Chuini, Zanzibar. The project involves construction of warehouse (yard inspection), offices and installation of a Motor Vehicle Inspection System (MVIS).

The project has been developed by Zanzibar Road Transport and Safety Authority in collaboration with the Ministry of Infrastructure, Communications and Transport under guidance of the Zanzibar Public – Private Partnership department and it is proposed to be supported by private partners. The arrangement of implementation is through PPP and mechanism of operation is Design, Build, Operate, maintain, Finance and Transfer. In this model, the project company (Bidder) Is responsible for designing, building, financing, operating, maintaining and transferring it at the end of the concession period.

The government will only be responsible for providing the land and staff, in addition to the necessary approvals, such as environmental permits and regulating tariff charges as per the national and sector law and regulations were deemed necessary.

The private company is expected to provide expertise, innovation and improvement during project implementation. The project is also expected to extract long-term value for money through appropriate risks transfer to the private sector over the life of the project. This do not mean that a private sector will bear all risks involved in implementation of the project, but risk identification and mitigation plan will be an integral part of the PPP agreement. The project will bring in skill sets, innovation, improved service delivery and therefore add value to different business process in inspection of motor vehicle services.

The Ministry of infrastructure, Communications and Transport, Zanzibar Invites eligible private company to indicate their interest in providing the aforesaid services. Interested company of private sector must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). the private company may associate to enhance their qualifications. Firms are not allowed to participate in more than one association for the purpose of this assignment.

Consultants/Private Company will be selected in accordance with the procedures set out in the Public Procurement and Disposal of Public Asset Act. No. 11 of 2016 and its Regulations.
