FOR

GENERATION OF TOTAL ASH, IRON, COPPER AND CADMIUM DATA FOR COCOA BEANS, COCOA POWDER AND COCOA BUTTER IN TANZANIA

The East African Community (EAC) in partnership with the European Union, through the Deutsche Geseltschaft fur internationale Zusammenarbeit (GIZ), is implementing an initiative to enhance access of coffee, tea, cocoa, spices, oilseeds and horticultural produce value chains to the European union (EU) market and beyond. The initiative is called EU-EAC Market Access Upgrade Programme (MARKUP) and one of its key objectives is to improve harmonization of East African (EA) Standards of commodities in the priority value chains. To achieve this objective, MARKUP is supporting the EA Standards Technical Committees (EAS TCs) to upgrade the existing EA standards of these priority commodities with the current requirements set by the Codex Alimentarius Commission (Codex) and the EU.

Currently, the maximum limits (MLS) for contaminants in the EA standards are based on Codex Standards. Consequently, any contaminant that is not regulated by Codex is unlikely to be included in the EA standards. A meeting of the EAC TC on coffee, cocoa and related products held in November 2020, requested GIZ to support generation of data on the occurrence of ash and cadmium in cocoa powder or iron and copper in cocoa butter Likewise, a meeting of the EAC Codex Forum held in March 2021, discussed the setting of a maximum limit (ML) for cadmium in cocoa powder to inform national positions at the 14th meeting of the Codex Committee on Contaminants in Foods (CCCF14) and agreed that there was a need to generate data on cadmium contamination in cocoa beans from the EAC region The data are needed to perform exposure assessment and evaluate appropriateness of proposed limits.

It is in this context, EAC secretariat, through GIZ wishes to partner with an expert in Tanzania to assess the contents of ash, iron and copper and cadmium in cocoa and cocoa products in this country. Tanzania is one of the two main cocoa producing countries in the EA region

The experts are expected to provide the requested service from August – October 2021. GIZ invites experts with relevant proven record and expertise in conducting similar assignments to submit their applications.
