REQUEST FOR QUOTATION — MSPH-TZ-RFQ-005

Introduction:

Mailman School of Public Health Tanzania LLC (hereinafter referred to as “MSPH Tanzania LLC” or “the organization”) is a not-for-profit organization registered and operated by The Trustees of Columbia University in the City of New York, in the United States of America. MSPH Tanzania LLC is also known Locally as ICAP, has been operating in Tanzania since 2004, with funding from the President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Centers for Disease Control and Prevention (CDC). ICAP is expecting to implement Bio-Behavioral Survey (BBS) among High-Risk Women (HRW) and People who inject Drags (PWID) in Tanzania. This survey will be led by the Tanzania Ministry of Health, Community Development, Gender, Elderly, and Children (MoHCDGEC) – National AIDS Control Programme (NAACP) and the US Centers for Disease Control and Prevention (CDC) through CDC Tanzania Country Office (CDC Tanzania), National Bureau of Statistics (NBS), the Tanzania HIV/AIDS Commission (TACAIDS), the National Institute for Medical Research (NIMR), the National Health Laboratory Quality Assurance and Training Centre (NHLQATC), Muhimbili University of Health and Allied Sciences (MUHAS), Drug Control and Enforcement Authority (DCE) and The Joint United Nations Programme on HIV/AIDS (UNAIDS).

This study is intending to measure prevalence of HIV’/AIDS and Sexual Transmission Infections (STI) among HRW and PWID. Furthermore, the study will enable to provide a size estimate of these populations that are needed to guide policy, resources allocation, clinical and preventive service delivery, program implementation, monitoring, survey, and reporting.

Scope of Service

Subjected to funding availability MSPH Tanzania LLC – ICAP has set aside funds to implement BBS study for one year starting from October 2021 to September 2022. The study will be implemented in Mwanza, Dodoma and Mbeya regions and is expected to reach a total 1200 clients.

MSPH Tanzania LLC – ICAP now invites quotes from eligible and registered service providers for the following Lots:

Note:

1. Please clearly indicate lot numbers, failure to comply will disqualify your application.

2. Eligible companies should request for items indicated in each lot and full specifications from ICAP Tanzania through [email protected].

3. Shortlisted Companies will be contacted to provide samples and should clearly indicate availability and delivery period of the products.

General Criteria for Submission

1. The tender validity period is for at least 90 days and delivery period should be clearly indicated.

2. Current and updated company profile must be submitted.

3. Copies of registration certificate and address of their registered office, valid business license, VAT, TMDA, TIN Number, and other relevant documents.

4. Evidence of similar work assignment with at Least three reference from clients served must be submitted.

5. Payment terms must be indicated.

6. Manufacturer authorization should be attached for all distributors (if Any).

7. The public tender opening will be made in presence of all bidders or their official representatives We encourage all bidders to attend through zoom conference meeting and Zoom Conference Link will be sent to all applicants.

8. MSPH Tanzania reserve the rights to disqualify any offer based on failure to follow solicitation instructions.

9. MSPH reserves the rights to waive minor proposal deficiencies that cannot be corrected prior to award determination to promote competition.

10. The evaluation of bids will be conducted as per MSPH Tanzania LLC – ICAP Procurement Guidelines.
