Expression of Interest (Eol)

Introduction:

ICAP at Columbia University is a non-governmental organization operating in Tanzania since 2004, with funding from PEP FAR and now the international task force (ITF) through the U.S. Centers for Disease Control and Prevention (CDC). ICAP, in strong collaboration with the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC), has been implementing Global health security -surveillance and emergency management activities at mainland Tanzania in five regions (Dar es Salaam, Tanga, Mwanza, Kagera, and Kigoma) and Zanzibar. The ongoing activities focus on strengthening the event-based surveillance (EBS) and support the operationalization of the public health emergency operating centers (PHEOCs).

Media scanning software is a very important tool that supports proper operationalization of Event based surveillance.

Method of Selection: ICAP is seeking to engage a company with strong experience in Media and lT related matter.

ICAP will solicit Expressions of Interest (EoI) from eligible companies/organization through a competitive tendering process. Only applicants who meet the criteria will be invited to conduct presentation on the execution of scope pf work and submit full prop9sals. Following the submission of full proposals, ICAP will evaluate the proposals and make a final selection, based on technical merit, experience and Cost objectives.

SOW-Media Scanning:

Media monitoring software provides users with up-to-date feeds of content and activity notifications from a selection of media channels. MOHSWEGC plans to use these tools to follow media channels with news or information relevant to health issue m order to track alerts and rumors which can have public health effect. Users can also track any mentions of the health issues by a media outlet including social media blogs and news organizations.

The following should be the characteristics of the media scanning software;

  • Track various online media channels.
  • Allow users to target specific keywords, mentions, op topics and customize feeds to their liking.
  • Provide users with relevant updates and alerts based on selected feeds.
  • Collect and store links to relevant mentions and/or posts for future reference.
  • Analyze findings with reporting features such as number and frequency of specific posts, impact on company, etc.

Submission and Evaluation:

1. Eligible bidder/s should submit Financial and Technical proposal stating delivery/completion period from the date signed of the contracts.

2. Eligible bidder/s should clearly indicate payment method and all payment shall be made in Tanzania Shilling (TZS).

3. Legal business certificates (Copies of TIN, Business License, VAT, Tax Clearance, Certificate of Incorporation, TCRA Certificate, Certificate of conformity.

4. The public tender opening will be made in presence of all bidders or their official representatives. We encourage all bidders to attend through zoom conference meeting and Zoom Conference Link will be sent to all who applied.

5. Scope of work will be sent to all the applicants via email address below upon request.

6. MSPH Tanzania reserve the rights to disqualify any offer based on failure to follow solicitation instructions.

7. MSPH reserves the rights to waive minor proposal deficiencies that cannot be corrected prior to award detern1ination to promote competition.

8. The evaluation of bids will be conducted as per MSPH Tanzania LLC-ICAP Procurement Guidelines.
